Bella Vista is unlike any other city in Northwest Arkansas. Originally developed as a planned community by Cooper Communities beginning in the 1960s, it became an incorporated city in 2006 — but the Bella Vista Property Owners Association (POA) has governed the community for decades and continues to do so. The POA maintains its own covenants and architectural guidelines that apply to many properties throughout the city, including requirements around fencing. Height limits, material restrictions, placement relative to setbacks, and visibility from the street can all factor into whether a fence is approved — and the rules can vary by neighborhood and lot type.

The city itself is defined by its natural landscape. The mayor's office describes it as a community where "the forested landscape boasts surprising bluffs, blue-green creeks, waterfalls and more." Bella Vista has more than 100 miles of trails for hiking and mountain biking, multiple lakes for fishing and recreation, and a character that draws residents who want wooded lots, outdoor access, and a quieter pace than the cities to the south. Many of those lots — with mature trees, uneven terrain, and irregular boundaries — present real challenges for fence installation that require an experienced crew familiar with the area.
